L’Immigration et l’intégration en France
Les conflits culturels: (article de le Journal International des studies du paix)
En commençant avec l’invasion d’Afrique du Nord par Napoléon, la culture française était introduire là. La langue et les valeurs des français étaient imposé sur les habitants de l’Algérie, le Maroc et la Tunisie.
Pendant la première guerre mondiale, beaucoup de soldats nord-africains sont allés combattre avec les français. Après la guerre, beaucoup de gens ont immigré à France. Les rapports entre les français et les immigrés étaient bonnes jusqu’à les 1980s. La tension dans le monde musulman a augmenté la tension en France. 
Quelques filles n’ont pas été autorisé d’aller à l’école si elles ont porté des écharpes sur les têtes. Cela a crée une controverse. Des cimetières musulmans ont dû permettre l’inhumation des gens d’autres réligions. Un autre problème est les différences socio-économique entre les français et les immigrés. La politique extérieure de la France est aussi une cause de protestation.
Malgré leur réputation de tolérance, des français doit faire face au racisme et à l’intolérance. Des immigrés qui deviennent citoyens de la France ont les mêmes droits que quelqu’un qui est né en France. Mais actuellement, la peur de l’extrémisme islamique hante la France au cause de leur amité avec les États-Unis. 
L’auteur de l’article propose quelques solutions pour des problèmes, qui include: l’éducation de la culture musulman dans les écoles français, l’aide du média en l’encouragement de tolérance, plus de communication entre les groupes, l’aide pour des quartiers pauvres, et le coopération des musulmans leurs-mêmes.

The United States are among the countries which are built by the contribution of migration, a result, people naturally tend to seek their origin. This makes it very prolific the research in the field of genealogy and bibliography. Moreover, Research into family history is an especially popular American pastime and age is no deterrent. Publications are legion; archival resources are abundant; lectures, conferences, workshops, and family reunions abound; groups sponsoring genealogical research trips are active, here and abroad. Thanks to desk-top publishing, many circulate the results of their research. 
Between 1607 and 1824 about a million immigrants arrived on these shores, most of them from Great Britain, Germany and Africa. The nineteenth-century potato famine in Ireland resulted in the exodus of several million people from that country beginning in 1846. Two years later, following the discovery of gold in California, the first Asians came from China. Except for a hiatus during the Civil War, immigration increased dramatically between 1850 and 1934 when millions left villages and towns throughout Europe to start life anew in America. Most of them were from Germany, Scandinavia, the Baltic, Austria- Hungary, Poland and Russia. The 1880s signale the first significant influx of Italians. 
A year after Congress passed its Immigration Act of 1891 (ch. 26, Stat., 1084), the Ellis Island Immigration Station began serving the Port of New York as the first of thirty facilities in the United States to operate under the Immigration and Naturalization Service (INS). During its peak years of operation, between 1892 and 1924, over 14 million immigrants and almost 71% of the 20 million who came to this country passed through the gates at Ellis Island. Between 1925 and 1954 the number dropped to 4 million immigrants, 56% of whom also disembarked at New York. Busy ports of entry also included Boston, Philadelphia, Baltimore, Galveston, New Orleans, and others. 
For thirty-two years, 1899 through 1931, the vast majority of arrivals were from southern Italy, Germany, Poland, England, Scandinavia (Sweden, Norway, Denmark), and Ireland, in that order. Other eastern, central and western European countries were represented, along with those of the Middle East, Latin America, the East and West Indies, and islands in the Pacific. Given the vast numbers of those who endured the hardships of life at sea, the rigors of being "processed" at immigration stations, and who survived the vicissitudes of life in a strange new environment, it is little wonder that millions of their descendants are now making an effort to see for themselves the Ellis Island Immigration Station. 
Today's descendants of nineteenth and twentieth-century immigrants are the beneficiaries of a major change in the focus of genealogical research in the United States. 
Following World War II, perceptions and habits gradually changed as some Americans without any claim to colonial ancestry, royalty, or the landed gentry began probing for information about their family background. By now, pride in ethnic and national origins has blossomed to a point where they are acknowledged and celebrated. Festivals featuring ethnic music, food, costumes, the language, and other aspects of cultural heritage are annual events of many cities. This dramatic acceleration of interest can probably be attributed to a combination of events that have occurred within a mere decade and a half: the nation's bicentennial celebration (1976-83); publication of Alex Haley's book Roots (1976); the memorable televised Fourth of July celebration and unveiling of the restored 
Statue of Liberty (1986); and restoration of the Ellis Island Immigration Station (1990). Demolition of the Berlin Wall (1989), and the end of the Cold War (1990) resulted in opening borders formerly barred for decades to travelers from the west who can at last seek records linking them to their past. 
Nowadays, European immigration has virtually dried up to make way for a new immigration’s model based on quotas. The Americans have developed the myth of the free man in a free country. They prefer the myth of the creation of a new man. For this they rely on free will and tolerance. The political idea is the federation of states. The unit is made of the plurality; this political perception can design a unit that is constantly being built. As a country built on the contribution of migration, each citizen is usually live attached to his community or ethnic group, and each group can participate in the construction of national identity as a group. This is the plurality of groups that form the national unity. Integration with the nation's collective and not individual. The result is an institutional recognition of immigrant communities and integration of an immigrant is built first by integrating in its original community, which seems to ease its national integration. 
The question of immigration and integration has interested Tocqueville in the nineteenth century. His Old Regime and the American Revolution is an attempt to search for differences between the constitution of France and the United States. National models are linked to the history of nation building; thus these models are not easily transferable from one country to another because the history of nation building is different. This is the meaning of the migratory phenomenon that gives meaning to the model of nation building. This translates into the fact that we cannot take foreign models as an example and model for France. Immigration and the integration of foreigners in the United States is a problem specific to U.S. and cannot be transposed in France, each country built a model that has its roots in national history. The concept of community is specific to the sociology of American immigration; this concept can be transposed into French Jacobin reality. Moreover, the bulk of migration flows is more recent than French United States and was formed primarily through the colonization of African countries in the majority. France is an old country that built its unity for centuries, so it makes a clear distinction between the “true French” and the new French, which makes integration more difficult in this type of society. 

Affirmative Action / La Discrimination Positive / Quotas

Affirmative Action in the United States:

In the USA, affirmative action applies differently than in France, and the story of this type of discrimination was historically prevalent. The affirmative action in the USA started after World War 2 with President Franklin Roosevelt who signed up an executive order; this order was supposed to  ban discrimination for black people in federal government and war industries. This little evolution was not efficient, and the programs lacked enforcement and funds.
It was in the 1960s that affirmative action gained strength with a serious effort by the government to ensure equality for minorities in education and job opportunities. This solution opened the door to education for a lot of  black or Hispanic students, because, according to this idea of equality of opportunity, these students can be accepted to a university with worse marks. perhaps, than another student. In fact, minority students win a privileged place in a University’s admission queue, passing other students over.  Similarly, in American Universities, student athletes have same facilities.  When you are really talented in some sport (American Football, Baseball, etc.), the University opens its door, because a part of her reputation exists on the athletic level and its rank in competitions. Thus, we can compare this example, free from racial prerogatives, with a type of affirmative action because some people are favored over others in university acceptance.
In reference to the business world, affirmative action isn't as developed as it is in education. Other countries, (France for example) think that an American company has quotas for different minorities that must be met. Actually, quotas are not legal in the USA. In fact, the first Executive Order against discrimination required businesses to "not discriminate against any employee or applicant for employment because of race, creed, color, or national origin.”  Now the text includes the "sex" factor for women.
There is no obligation for companies to hire minority people, but the government favors another way of supporting minority employment. In fact, some job applications are dealt with by networks that work with and help unemployed minorities find jobs. There is no requirement for this service, however.  Another practice for affirmative action was in companies providing public works. Indeed, these companies have to file with the Equal Employment Opportunity Commission (EEOC).  The EEOC is a report detailing the employees of a business, including race, etc.  So, one can think about a selection of applicants for public works based on this EEOC report.
Finally, Affirmative Action wants to initiate support for special training and other programs that help disadvantaged groups advance, but opposes towards preferential treatment, per se. Our evidence on Affirmative Action encourages the most extensive and intensive search for qualified minority and female candidates, but not preferential treatment for either. One can see from the previous paragraphs and examples given that reality doesn’t always satisfy this definition.

La discrimination positive en France:

En France, la discrimination positive est composé d'un ensemble de politiques, similaires à ceux de l '«action affirmative» des États-Unis. Avec une longue histoire de l'immigration, étant un grand État en Europe occidentale, la discrimination dans le marché du travail, le système éducatif et le gouvernement a sévi au cours du siècle dernier. Ainsi, la discrimination positive a été rendue populaire par Nicolas Sarkozy dans les années 1990 ou début des années 2000 afin de faire reculer la discrimination en phase de devenir un problème récurent.
        Bien que les politiques de discrimination positive soient destinées à réduire les cas de discrimination, elles ne se concentrent pas sur des facteurs ethniques ou religieux, mais ce sont plutôt le statut socio-économique et les zones de résidence qui sont pris en compte. Ainsi, plutôt que d'avoir un système de quotas (dans lequel un certain pourcentage de la main-d'œuvre doit être de couleur noire, musulmane, etc.), le gouvernement français se concentre sur les populations pauvres qui vivent dans les villes de banlieues ou en milieu rural. Bien que les quotas n'existent pas (certains quotas existent) pour les minorités raciales ou ethniques, il s'avère que beaucoup de gens pauvres qui sont aidés sont non-caucasien, comme les immigrants de première ou  de seconde génération. Par conséquent, avec le système actuel, les politiques de discrimination positive ne concernent pas directement les minorités mais pourtant mettent l’accent dessus.
        Ce système, cependant, est souvent critiqué à la fois par le gouvernement et les citoyens qu’il est censé aider. L'argument principal repose sur l'idée que l'égalité des droits est purement théorique, l’égalité véritable ne peut pas être atteinte entre chaque citoyen, peu importe leur race, religion ou statut socio-économique.  En effet, puisque les quotas n’existent pas, les mesures de discrimination positive, restreint par exemple aux bourses d’études universitaires, ne permettent pas d’avoir plus facilement accès à des postes.  Ainsi, on peut se demander qui est réellement aidé : sans catégories particulières de personnes à aider, comment le gouvernement peut-il s’assurer qu’il n’y a pas de discrimination, en interne, dans l'attribution des bourses pour les personnes possédant de faibles revenus?  Ainsi, les opposants  pensent que le système est vicié de l'intérieur, mais l'alternative du modèle “American affirmative action" pose d’autres problèmes.  Cependant malgré ses défauts, la politique de discrimination positive française offre une approche aveugle, peut-être plus juste, d'offrir l'égalité des chances à tous.

La discrimination positive et les femmes:
En 1871, la commune revolutionnaire de Paris a donné aux femmes les droits politiques, mais cela s'est terminé lorsque la rébellion a été réprimée. Même dans les années 1930, le Front populaire de gauche ne permetrais pas aux femmes le droit de voter. C’était qu'en 1944, avec la libération de l'occupation allemande, que les femmes ont obtenu le droit démocratique essentiel à voter.
Les femmes ont vu une augmentation dans la participation du parlement et de l'état, bien que faible par rapport à d'autres. Augmenté de 9,6% en 1945, 41,6% des candidats à l'élection générale de 2007 étaient des femmes. Bien que seulement 20% des membres élus de l'Assemblée Nationale sont des femmes. Dans le cabinet to Nicolas Sarkozy, 13 des 40 membres sont des femmes, comparativement à 4 sur 24 dans le nouveau cabinet britannique.
Les inégalités dans les lieus de travail entre les hommes et les femmes sont la cause de nombreux débats sociaux. La divergence entre salaires est très visibles, “alors qu'en 2006, le salaire de la femme moyenne était 27% inférieur à celui d'un homme." Certaines lois ont été promulguées pour mieux bénéficier les femmes dans les lieus de travail, telles que la loi contre Harcèlement sexuel au travail qu’était mis en vigueur en 1991.
La diplomatie française a fait une priorite des droits des femmes pour aider le coopération au développement de la France. Ses actions visent à établir un dialogue régulier, continu et constructif avec les gouvernements et la société civile sur les droits des femmes. Journée internationale des femmes (8mars) est l'un des points forts de la politique de coopération de la France, et est célébrée en France et par les missions diplomatiques à travers diverses activités.

Media and Representivity


L’L’    Llllimmigration: les médias et la représentativité

Mon groupe s'est concentré sur les médias et la section la représentativité de la discussion d'immigration. Grâce à nos deux "Skype" sections, j'ai trouvé qu'il ya beaucoup de préoccupations similaires en matière d'immigration aux États-Unis et la France. Tout en parlant à Mael et Otman, j'ai appris que les Français sont pour la plupart concernés par l'immigration de musulmans, qui est la même préoccupation dans les Etats-Unis. Les Français sont principalement préoccupés par l'évolution des immigrés à leur culture. Beaucoup de citoyens français sont en colère à propos de l'intégration de la culture musulmane dans leur pays en raison de la quantité croissante de mosquées en cours de construction. J'ai dit à Maël et Otman il ya aussi une préoccupation similaire aux États-Unis.



Ci-dessus est un blog sur les femmes musulmanes en France. Le blog met l'accent sur les stéréotypes des femmes musulmanes font face aux Français. Il oppose les croyances traditionnelles concernant le mariage avec des vues les plus modernes en France aujourd'hui. De cet article, j'ai trouvé que les femmes musulmanes se battent pour trouver un équilibre entre leur religion et d'être accepté dans la société actuelle.


Dans l'article posté ci-dessus l'actuel président, Nicolas Sarkozy, dit qu'il va réduire l'immigration dans la moitié. En raison de cette déclaration, je peux conclure que l'immigration en français des médias a une représentation très mauvaise. Cependant, il ya beaucoup de controverse à partir de cette déclaration. Sarkozy lui-même est le fils d'un immigre hongrois, de sorte que certaines des citoyens français pourrait voir cela comme une déclaration hypocrite.

Enfin Maël et Otman m’ont parlé d'une loi que Sarkozy va passer, si il est le président encore. Ils ont dit que les étudiants étrangers ne peuvent pas rester en France après avoir obtenu leur diplôme. Maël et Otman deux pensent que c'est une loi stupide. Ils ont dit tous les étudiants sur le campus en parlions le jour Sarkozy a présenté la nouvelle loi. Did you mean: While talking to Mael and Ottoman

What the American press think about French immigration policy




In France the immigration problem is a every day work for government. Now the Interior Minister Claude Guéant, François Fillon and other politicians criticises the foreigners Muslim and Jewish food traditions for example. But they criticises many other things. It can be attributed to nearly elections.
The American Press are, for the most part, neutrals and never really show their opinions about the subject.

However, France is considered as a laic country that ensures to respect the separation between church and state, and despite this fact religious things are into the heart of the debate before the presidential election. Indeed the issue of Immigration is instrumentalized and mainly used for political matters in order to obtain a part of the French electorate.

This type of debate comes at a time of crisis, when unemployment is at its highest point, when it is important to revive the economy through employment, but the debate is always refocused on less important issues like halal foods for instance. This topic was launched in order to stigmatize (because now a part of the debate is oriented on animal suffering), and once more to hide the real debate.

To conclude, the immigration issue, in France, is very critical in the sense that there are very influential lobby that feed the political and media fields, and hurls polemics soon as the speech of a politician is controversial. Some US papers remind the benefits of immigration (and that the French president has benefited from this immigration).

Theory - 2nd part

UTK students have talked about the naturalization of children born in France and about the French naturalization tests.
 Now, we'll talk about the situation of children born in the U.S., and the American naturalization tests. A great point to underline is that the United States are a country born from immigration.

Anyone born in the United States is a U.S. citizen despite the status of their parents. (Except children of diplomats). Therefore from childhood, the children have a sense of attachment to the American culture, and are proud of this country that has welcomed them with open arms.

The United States is a "melting pot", it encourages diversity. Diversity is what America prides itself on. Americans speak a wide variety of languages​​ and are familiar with several countries.
The people of all continents can watch the United States and see the reflection of their own immense potential. And this will continue, as long as the United States will endeavor to give to all citizens, whatever their origin, the opportunity to realize their personal ambitions.

If you are over 18 years old, you must have resided there for a specific time, have good moral character, know the history of the United States and its government, understand and accept the principles of the constitution.

The last two points are very important because America is a relatively young country that wants to perpetuate its history. Knowing the history of America symbolizes the fact of being proud to be American.

Citizenship provides access to several rights: the primary right being the right to vote (because only American citizens can vote in federal elections). Citizenship also gives the ability to be part of a federal jury and to be eligible for a job in the federal government.

While the U.S. Citizen test does not emphasize on the English language, it does place emphasis on the American history and constitutions. The exam is designed to encourage people of all backgrounds to take the exam in their preferred/native language. English is growingly becoming the international language, something which America is proud of.

In conclusion, we can say that the United States considers the diversity of language and culture as a strength for the nation. while the French are working much more in the direction of the integration of immigrants. French people are proud of their culture and are afraid to see it disappear one day, with the arrival of immigrants.

UTK: Immigration and Integration - Theory


Theory: definition of terms, legal dimension (droit du sol/droit du sang)

Avec notre partenaire ENSEIRB, nous avons défini des termes, discuté au sujet des processus de devenir un citoyen américain/français, et comparé les règles et les lois au sujet de l’immigration/l’intégration entre les deux pays. Nous avons défini ces termes comme les suivantes:
·         Droit du sol: Le droit d’être un citoyen d’un pays où on est né
·         Droit du sang: Le droit d’être un citoyen d’un pays où les parents sont les citoyens
·         L’immigrant: Un étranger qui se déplace de son pays natal à l’autre pays
·         Sans Papiers: Un immigrant illégal qui vit dans un pays

     Le moyen d’obtenir la nationalité française est un peu différent en France et aux États Unis. En France, la législation est plus stricte au sujet des qualifications pour devenir citoyen. D’abord, la grande différence entre les deux pays est le loi d’intégration, particulièrement le droit du sol. Les enfants qui sont nés en France quand leur parents sont de séjour en France n’ont pas facilement le droit du sol.  Il faut que l’enfant soit un résident français pour acquérir la citoyenneté. En revanche, un enfant qui n’est pas né de la France masi dont les parents sont  français peut recevoir la citoyenneté français immédiatement. Un autre méthode de devenir un citoyen français est en se mariant avec un français.

     Si on n’a pas des parents français et le mariage non envisageable, on peut faire un examen de citoyenneté. Il faut que la personne qui veut faire l’examen soit en France depuis au moins 5 ans, plus de 18 ans, une attestation de moralité, et n’ait pas de casier judiciaire ou des antécédent criminels. Les gens qui veut acquérir la citoyenneté française doivent montrer leur immersion dans la culture français (par exemple parler le français et savoir l’hymne nationale) Les citoyens français ont beaucoup d’avantages comme aux États Unis.

     Pour beaucoup de gens, il est plus facile d’immigrer illégalement. Si le policier ne remarque pas qu’on est sans papiers, on peut travailler et vivre comme un citoyen avec l’aide des gens qui sympathise. En France, la population des sans papiers a grandi rapidement. Depuis 1994, le président de cette époque a mis en place un loi interdisant l’aide pour des sans papiers. Les personnes aidant les étrangers à  passer en contrebande peuvent être emprisonné au moins 5 ans.

L'immigration et l'integration en Music


La musique dépasse les limites de la langue. Pour les immigrés, ça peut être un bon outil pour s’intégrer dans une nouvelle société. Bien qu'ils puissent s'isoler et garder pour eux leur culture et leur musique, ils peuvent néanmoins tempérer les jugements de la société avec ces mélodies s’ils les partagent. En France, on peut observer plusieurs exemples de ce phénomène. La musique des immigrés de l’Afrique du Nord est très répandue en France. Par exemple, la musique raï, un genre de musique venant des bas-quartiers d’Algérie, est très populaire en France. Dans les paroles de ces chansons, les musiciens combinent l’arabique et les phrases de verlan—une bonne représentation du mélange des cultures qui existe grâce aux immigrés. 


C’est le même fusionnement culturel qu’on peut trouver au Barbès Café, un spectacle musical qui se joue au Cabaret Sauvage à Paris. Les musiciens sont des immigrés qui interprètent des chansons concernant l’immigration et la politique. Cet événement annuelle est l’idée originale de Meziane Azaïche qu’il a écrit avec l’aide de Naima Yahi. Ce spectacle musical fait l'effort de représenter et réinterpréter l’expérience des artistes qui ont émigré d’Algérie entre les années 30s et 60s. Pendant cette période, ces algériens travaillaient le jour et chantaient la nuit. Ce spectacle musical incorpore la danse et plusieurs genres de musique, notamment les styles africains (comme le hip hop et la musique orientale). A titre d'exemple, il y a cette vidéo Barbès Café— Kamel Hamad, où un artiste joue une chanson traditionnelle.
